At Evolution, we manage risk through a formal, documented risk management process aligned with Australian Standard AS/NZS ISO 31000:2009 “Risk Management – Principles and Guidelines”. This involves a five-step process as indicated in the diagram below: Risk management at Evolution is covered in Evolution’s Business Management System (BMS). The BMS includes all aspects of managing risk from Group Policies to Organizational Structure to Business Performance Management and Procedures and Forms. Safety
Evolution Safety Management System
At Evolution, safety is paramount and crucial to our operations…safety on every job, every day. Evolution uses the risk management process to minimise the risk of injury or illness to our personnel, our client’s personnel, road workers and the travelling public.This process allows us to implement the most appropriate control measures through our Workplace Health and Safety Management System and reduce risk. We strive to use the most effective control measures as ranked by the Hierarchy of Control from elimination of risk down to the last resort of PPE, as indicated in the diagram below: Our Safety system forms the basis of inductions, training and on-site audits. We regularly review the system as part of our continuous improvement process to ensure a safe working environment.At Evolution we recognise that a safe workplace is a team effort which is facilitated through consultation, our Safety Committee and our ‘Safety Starts with Me’ programme. All personnel from our traffic control personnel to the Group CEO are accountable and have a responsibility to ensure a safe working environment. Our Safety System and Procedures are communicated and reiterated to our personnel regularly through:
Comprehensive Induction Training
- Mentoring systems
- On site supervision and audit process i.e. regular competency-based assessments
- Annual Safety Training
- Safety Handbook containing operating procedures, risk management and Safe Work Method Statements
- Safety Alerts and Newsletters
- Safety Committee Meeting minutes

Quality
Evolution is certified to ISO 9001:2008. The Evolution Quality System is included in Evolution’s Business Management System (BMS). As part of our worksite quality standards, Evolution supervisors coordinate and schedule daily site visits and inspections. Supervisors undertake random and programmed inspections of traffic control worksites across all Depots, including remote areas.
Supervisors utilize the unique Evolution Traffic Controller Assessment System for the assessment of traffic controllers. All traffic controllers must be assessed at least monthly by an Operations Supervisor as the minimum requirement. Controllers who require additional training are re-assessed the next day. In reality, most Evolution Supervisors undertake formal assessments whenever they visit their sites so that all of our controllers are assessed every 4 weeks. The Operations Supervisors also have KPI’s linked to their position descriptions that require the completion of traffic assessments for all traffic controllers they manage
During the financial year FY10/11 Evolution Operation Supervisors completed a total of 12,391 traffic controller assessments, an average of 10 competency assessments, each year, for every traffic controller.
The impact for you, our client, is that Evolution provides you with the safety and quality systems that actually operate in practice and can be attested to by all Evolution clients which is why people often say “you can tell when you drive through an Evolution site”.
Environment
Evolution follows sustainable business practices as defined by the Australasian Procurement and Construction Council and is licensed to ISO 14001. The Group’s sustainable business practices are defined by our Environment Corporate Policy.
At Evolution, we have been at the forefront of sustainable procurement with some examples indicated below:
- First traffic control company to be ‘carbon neutral’ with a Carbon Reduction Plan in place and carbon emissions offset in FY09/10 with “Ecofund Queensland” (a Qld State Government initiative)
- First traffic control company to operate a Toyota ‘HYBRID’ traffic control highway truck
- Recycling bins in all depot locations for all steel and signage products
- Efficient driving program – GPS systems being fitted to all Evolution vehicles starting in January 2012 to monitor driver behaviour and idle times etc.
- E10 (ethanol fuel) utilized when available
- Fleet efficiency – purchase of diesel vehicles where suitable to lower emissions
- Assessing vehicle purchase against the ‘Green Vehicle Guide’
- Vehicle tyres are purchased from suppliers who recycle used tyres
- Engine Oils, vehicle batteries etc are recycled
- Radio and wand batteries are rechargeable, eliminating waste of batteries.
- LED arrow boards used to minimize power usage. Vehicles fitted with engine management systems to recharge arrow board battery from vehicle alternator.
- All VMS boards and portable traffic lights are solar powered.
- All Evolution offices are designated to use ‘green electricity’
- Replacement of halogen lighting with IRC sustainable lighting products
Training
Evolution Training is the Registered Training Organization for the Group (NTIS RTO 31733) and operates as a standalone business division employing five full time trainers and a General Manager. Evolution Training provides training services nationally for many Evolution customers and for internal staff. Evolution Training is also a registered Training Organization for the RTA in NSW providing training for the RTA Blue, Orange, Red and Yellow Cards. Evolution Training also provides training in Civil Construction, Construction Industry Safety (White Card) and all training refresher courses in traffic control. Just some of our training is shown below:
- Traffic Controller License
Available to persons wishing to act as a traffic controller in Queensland.
- Traffic Controller Refresher Course
The refresher course is only offered to persons who hold a current Queensland traffic controller licence which is due for renewal (licences are currently for a 3 year period).
- Traffic Management Level 1
Controlling traffic using a STOP/SLOW banner in accordance with approved procedures set by the Department of Main Roads training package.
- Traffic Management Level 2
Designed for persons with experience in traffic control and who will be installing signs and devices on a roadway in accordance with the MUTCD, Part 3, Works on Roads.
- Construction Industry Safety Induction Training (White Card)
Available to persons wishing to work in the construction industry.
NEW SOUTH WALES
Evolution Training is licensed to provide training and issue all relevant certification for the RTA (blue, yellow, red and orange tickets) and for WorkCover (green card). Evolution also has its own designated training facility at its office in Ingleburn. The following courses are currently offered by Evolution in NSW:
- WorkCover OHS Induction Training for Construction Work in NSW (originally called Green Card)
- Traffic Control using a Stop/Slow bat (Blue Ticket)
- Introduction to Traffic Control at Roadworks (Yellow Ticket)
- Traffic Control Worksite Planning (Red Ticket)
- Design and Audit Traffic Control Plans (Orange Ticket)
